technologically innovative participation under the EDF framework.
On the 24th
and 25th of November 2025, Kapamed International, coordinator of the Small UAS
project, hosted the Kick-off meeting in Cluj-Napoca, Romania.
Selected
under the 2024 European Defence Fund (EDF) calls for proposals
(EDF-2024-DA-C4ISR-SEEU-STEP), the project will benefit from nearly €11 million
in EDF funding to develop an advanced AI-driven swarm system consisting of 10
unmanned aerial systems (UAS).
The Small
UAS project, with a duration of 48 months, aims to:
✅ Use a combination of hydrogen
propulsion for two UAS,
✅ Ensuring long endurance and
environmental sustainability,
✅ Hybrid engines with advanced
batteries for the remaining eight UAS,
✅ Optimising performance and reducing acoustic signatures for stealth
operations.
They are
specifically designed for multi-domain operations in air, land, and maritime
environments and address critical operational challenges faced by small UAS,
including low signatures, extended operational ranges, autonomy,
miniaturization and survivability, to meet the common operational requirements
of the Ministries of Defence (MoDs) of three EU Member States (Romania, Cyprus
and Slovenia) which declared the support and co-financing of the project.
Major General Bogdan Cernat, the representative
of the Romanian Defence Staff stated in the opening of the Kick-off- meeting
that “ for the Romanian Armed Forces, participation in EDF projects is not only
encouraged – it is essential. We welcome initiatives that bring together
industry and defence, create value in our national technological base, and
strengthen our interoperability with European and NATO partners. Romania stands
firmly behind such projects, and we see them as a way to bring new expertise,
new opportunities, and new capabilities into our defence system“. Afterward,
the CEO of Kapamed, Mr. Vasile Ruscovan, underlined that “we are equally
grateful to the three Ministries of Defence of Romania, Slovenia and Cyprus for
their support, and to the European Commission for the trust placed in this
consortium and for the opportunity to contribute to strengthening the European defence
capabilities”.

Advanced Integrated Technology Solutions & Services Ltd main technical role
under its participation is the manufacturing of the project UAS aerial
platforms with advanced synthetic materials and technical capabilities, which
leverage our technical skills and capacity in the UAS sector, not only in the
Cypriot market but in the European ecosystem.
The Kick-off Meeting brought together Consortium
partners and involved MoDs and laid the foundation for the project’s successful
implementation. All participants expressed their satisfaction with the valued outcome
of the meeting.
